On April 15, 2026, the Tax Department sent Official Letter No. 2398/CT-CS to the Vietnam Oil Corporation. In this letter, the Tax Department noted that, according to Articles 25 and 26 of Decree 181/2025/ND-CP, for goods and services with deferred or installment payments valued at VND 5 million or more, if, at the time of payment as per the contract/contract addendum, the enterprise does not have non-cash payment documentation, it must declare and adjust the deductible input VAT downwards for the value of goods and services without non-cash payment documentation in the tax period in which the payment obligation arises.
In cases where, after declaring and adjusting the deductible input VAT downwards, a business has non-cash payment documents, the business is allowed to declare additional deductions for the value of goods and services with non-cash payment documents.
