On June 11, 2026, the Tay Ninh Provincial Tax Department issued official letter No. 5526/TNI-NVDTPC to promote compliance with accounting and tax laws and prevent the practice of maintaining two or more financial accounting systems to conceal revenue and evade taxes.
According to a warning from the Tay Ninh Provincial Tax Department, establishing two or more financial accounting systems to conceal revenue is considered tax evasion as stipulated in Clause 4, Article 45 of the 2025 Tax Administration Law.
In addition, the following indicators are also considered tax risks: discrepancies between revenue, invoices, and cash flow; inconsistent data between accounting records and tax returns; revenue not fully reflected in legitimate invoices and documents; inconsistency between revenue in internal management software and revenue declared on tax returns; simultaneous use of multiple sales software programs; use of illegal invoices to account for expenses, etc.
Businesses that maintain two or more accounting systems to conceal revenue, evade taxes, or engage in accounting, invoicing, or document fraud may face the following legal consequences, depending on the nature and severity of the violation: administrative penalties for tax and accounting violations; recovery of outstanding taxes and late payment penalties; and criminal prosecution in cases of serious violations.
