On April 1, 2026, the Fisheries and Fisheries Inspection Department, under the Ministry of Agriculture and Environment, issued Official Letter 1061/TSKN-KTTS regarding the standardization of aquatic species names on Confirmation Certificates (SC) and Certificates (CC).
To ensure compliance with the requirements of combating IUU (illegal, unreported, and unregulated) fishing while also facilitating activities for citizens and businesses, the Department of Fisheries and Fisheries Inspection requests the Departments of Agriculture and Environment of coastal provinces and cities to urgently direct their specialized units to strictly implement the following:
- Issue Confirmation Certificates (SC) in accordance with the regulations in Articles 4 and 11, and Certificates (CC) in accordance with the regulations in Articles 4 and 12 of Circular No. 81/2025/TT-BNNMT dated December 31, 2025. Absolutely no additional documents or papers beyond what is stipulated should be requested from citizens or businesses.
- Regarding the name of aquatic species: One of the commonly used Vietnamese names (according to region and locality) of the aquatic species is acceptable; the scientific name must be included to accurately identify the species; applications may not be rejected or returned on the grounds of inconsistent names without clear legal basis.
- Assigning qualified personnel to review applications; Strengthening inspection and supervision of the application processing process for organizations and individuals; Strictly handling cases of harassment, evasion of responsibility, and disruption to the activities of citizens and businesses.
